When the project was being designed, the focus was on developing strong relationships from the
                                                                                                                                                                                                                outset, as it was felt that these would be the cornerstone of the project’s success.  Consequently,
                                                                                                                                                                                                                every partnership would have a scoping visit to the nation followed by an inward study visit to
                                                                                                                                                                                                                the CBs.  This approach was also endorsed by the participants, with 76% of respondents to the
                                                                                                                                                                                                                Regeneris survey saying that their perceptions of each other and the RFU had improved as a result
                                                                                                                                                                                                                of these visits and 66% feeling their relationships had been strengthened.  By putting CBs at the
                                                                                                                                                                                                                heart of the Unity Project delivery, it was hoped to extend the legacy of the project beyond the
                                                                                                                                                                                                                Rugby World Cup thanks to the lasting relationships that would be made.

                                                                                                                                                                                                                By design, the project also decided to put in place a challenging development plan drafting
                                                                                                                                                                                                                process.  Throughout the process CBs and nations were asked to focus and prioritise, to ensure
                                                                                                                                                                                                                that what was committed to be delivered in the plan would have the maximum impact for rugby.
                                                                                                                                                                                                                The result was 15 bespoke development plans, with 76% of respondents finding the process very
                                                                                                                                                                                                                valuable or valuable and 86% of respondents saying they were very satisfied or satisfied with their
                                                                                                                                                                                                                final plans.
